Protect Yourself From Tech Support Scams
Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary technical support services. You can help protect yourself from scammers by verifying that the contact is a Microsoft Agent or Microsoft Employee and that the phone number is an official Microsoft global customer service number.

I understand your concern and will assist with the drivers.
Method1: You can update the driver following these steps.
1) Press Windows key + X
2) Click Device Manager
3) Once device manager is open, select the device, right click it and click Update Driver Software
This will launch the update driver software wizard, which presents two options.
• Search automatically for updated driver software - its possible Windows might have the driver software if you have not checked it yet, if its taking too long, then the next option is usually best.
• Browse my computer for driver software - if there is a compatible driver and you already have the driver files, then all you need to do is point to it and Windows automatically install it for you.
• Click Next and wait while the wizard completes the installation.
Method2: As you said there are no driver for Windows 10 found in manufacturer’s website, you may download the latest available drivers and install them in compatibility mode.
1. Download the driver from the manufacturer’s website and save it on your local disk.
2. Right click on the setup file of the driver and select “Properties”.
3. Select “Compatibility” Tab.
4. Place a check mark next to “Run this program in Compatibility mode” and select operating system from the drop down list.
5. Let the driver install and then check the functionality.

Hi Sudharshan MK and thanks for your help though so far it hasn't got things going for me.
I've done as you suggested and I got conflicting results so I'll tell you what's happened now. I followed your first suggestion and Windows told me that the correct ATI HD4200 driver was installed. So I rechecked under properties and it told me that no driver was installed. So, I followed your 2nd suggestion and Used Auto detect. This told me that the driver was installed. I decided to take more drastic action and uninstalled the driver (which supposedly wasn't installed anyway!) with the expectancy that it would be automatically re-installed. It has been but under properties it still insists that no driver is installed!
What next???

After upgrading to Windows 10, 1 year ago, I got always issue at bootup. A circle progress bar crashed. I always pressed a reset button of the desktop PC. It will lead to restart/boot the PC. Finally, the Windows is running correctly with a proper display settings for ATI Radeon HD4200 in full HD resolution (1080p).
Since today, after a windows update (even after new full updates with long installation time), I do not see any crash regarding to the progress bar. It is fine but the Windows does not work with 1080p resolution. It is set to Microsoft Basic Display driver with resolution 1280x1024. I can not change to 1920x1080 because the drop list is limited to 1280x1024 and 800x600. In Device manager, I see that the graphic driver ATI Radeon HD4200 is available and the driver is working.
Why is Windows using the basic driver?

I had this same issue start today also. November 23 2017.
Two security updates installed this morning for C++ x86 and x64. Uninstalled these updates, viola 2 monitors again.
